There’s some fixes online but it appears that its for older OS’s and some of the file structure isn’t the same so you can’t really follow along. I called apple support and I got all the way to a “ Level 3 Tech” that says that he didn’t know what the issue was and he was going to get it to the engineering team and will get back to me in 3 days.

Close and re-open GarageBand to download and install them again. GarageBand will instill the essential Instruments and Loops just fine but when attempt to download the “Complete Sound Library” Aka the Jam pack as apple support team refers to it as I get an error that says "GarageBand was not able to install the new sounds. I have a Brand new late 2015 MacBook pro updated to the new OS Sierra.
